Research and Development: Mk16 Parachute Icon Graphic not shown on Availiable Parts tab

What happens:
When I click Start (The technology we started out with) the Mk16 Parachute Icon does not showup in the Available Parts list.
How to reproduce:
Happens no matter how you load Research and Development.
*Built ship. Research and Development still missing Mk16 Parachute icon
*Restart KSP. Research and Development still missing Mk16 Parachute icon
*Clean reinstall of KSP. Research and Development still missing Mk16 Parachute icon
Notes:
The Mk16 Parachute Icon is visible in Vehicle Assembly Building

Not a bug limited to Linux, I'm on Win7 HP 64 and got that too and for other parts too like the external seat.

Additionally, this affects the External Command Seat part.
