Game gets very slow, maybe 1/2 FPS, when close to the ground.

Description
Title: Very low framerate.
What happens: When re-entering the atmosphere, or being stationary on the surface, the game's frame rate drops to less than 1 FPS. The FPS returns to normal if you can manage to rotate the camera so that Kerbin is not in view.
How to reproduce:- From Kerbin orbit, change your trajectory to intersect the surface.
- Make sure that Kerbin is in view while reentering the atmosphere.
- Happens regardless of the ship being used. I have tested with vanilla and modded ships.
- It seems more pronounced the closer you are to the surface.
- Rotating the camera view so that Kerbin is not visible will bring the frame rate back to normal.
Versions Affected:
I have seen this in both 0.21 and 0.21.1
The attached video shows a kerbal walking on the surface in this really slow frame rate.

I have discovered that this seems to be an issue whenever the planet is visible, even at an orbit of around 300km.

ah yeah I hate this one. I find as long as I'm not looking out towards the horizon it's ok.
Here's a test- on the launchpad, pitch the camera downwards so you're looking at the ground beneath your rocket. This increases the framerate significantly for me. Now launch your rocket. As it gains altitude, the framerate drops.
This also makes docking in LKO rather tricky as I have to find an orientation where kerbin isn't visible.
