target sigils on navball are referenced to CoM instead of control part

Description
The target sigils on the navball (and presumably the others too) are referenced to the vehicle CoM instead of the control part.
To reproduce:
1) construct a vehicle with a docking port whose axis does not go through the CoM (eg a radial port at one end)
2) rendezvous with another vehicle
3) select a target port on the other vehicle
4) select "control from here" on the radial docking port
5) observe that when the target sigil on the navball is aligned with the docking axis, the ports are NOT aligned- rather the vehicle's CoM is aligned with the target port
This forces us to do docking by eye rather than using the navball, making it impossible to do from IVA view.
The fix:
all sigils on the navball should be referenced to the current control part instead of vehicle CoM. This will probably only affect the target sigils.

As of KSP 0.24.2 (Mac), this bug appears to be present; however, it's not the controlling vessel's CoM, but the root part that is used for the relative position. Orientation correctly follows the controlling part. Screenshot attached.
Relative position and orientation do correctly update for the target docking port.
