Z-fighting and graphical artifacts in Space Center view on first load

Description:
All buildings in the Space Center scene are covered in z-fighting textures, parts of the launchpad doodads also lost their textures at certain camera angles, and there were occasional giant black splotches on the surface of Kerbin as well. This only seems to occur on the very first load of the scene after starting the game, going to main menu and back fixes it, going to VAB/SPH and back fixes it.
So far I've tested this on a Steam version that went from 0.20.2 -> 0.21. The game didn't undergo initial startup until after the 0.21 update.
Replication:
Load up the game and go to the Space Center scene. It's almost completely unavoidable.

I can confirm this behavior as well, and want to also confirm that leaving the scene and re-entering it does in fact fix the issue, which suggest that the problem lies somewhere in the asset loading/scene initialization logic.
