All probe cores and kerbals have all SAS in sandbox

Description

When in Sandbox mode, all the probe cores appear to have the full range of SAS modes even though the part descriptions say they don't, and non-pilot kerbals have all SAS modes available as well. I assume the kerbals are intentional, but I don't think the probes are supposed to do that.

No that's actually expected, it'd be a bug if they were not working in sandbox.
