SAS target mode doesn't respect control part position

Description

Target display on the navball now properly accounts for the position of the control part, however the target mode of SAS still doesn't account for that and is trying to point the root part towards the target (with account only for the control part's rotation, but not position). Which is an issue with shuttle-style docking

The picture shows it quite clearly: on the left the docking ports are manually aligned according to the navball, on the right is what happens if you use the SAS target mode. Control is from the docking port, root part is the cockpit. Also attaching the save file for reproduction.

Just came across the same issue in a (modded) 1.1.3 career save. Knocked up the attached (image & 1.1.3 save) stock ground based scenario to test and confirm, but I think Alchemist's examples are probably clearer.

As Alchemist notes, the navball correctly accounts for off-centre docking ports, but Target mode SAS does not. In short, target mode SAS does not point the control-from-here part at the navball target indicator.

Workaround is to use manual SAS mode when docking with off-centre control ports.
