Does not get relative mouse input from external mouse

Description
When a bluetooth mouse is connected to a mac laptop, all relative-motion inputs function only with the built-in trackpad. This appears to mostly just be camera rotation in the VAB and in the main game view. Window-space events like placing and moving pieces in the VAB do work correctly.
