No Windowed Mode

Description
The game refuses to run in windowed mode. When starting up the screen will flicker with the loading screen to desktop then go straight into full screen and load. The options in the game are set to disable full screen, the config file also has full screen set to false. Steam has even been forced to run the game in windowed mode, but none of these have any effect.
Running on Snow Leopard OSX
Doesn't affect gameplay and resolutions change normally as do all other graphical controls.

Have the same problem running OSX 10.8.4 Mountain Lion using Steam.
Edit: Seems to work after another restart.
